Capped the max exp bonus for Achievements at 200%.

Lucky has been entirely re-worked with an invisible meter behind the scenes. Once the meter is full it has the chance to trigger. Lucky is now also an affect that will last 30 minutes. Score will say if you have a chance to go lucky or not. Once triggered, it will also provide a message along with being visible in affected command. Help lucky for more info.

For global missions, added new functionality so missions can base their goal off the active player's levels. Global damage done is the first to use this.

Re-worked the backend for slist. Now, slist will show all skills available to you, including foreign skills if you learn Yuushi. Also, with Yuushi, the skill will display with its level learned and not -F-. Myth's list argument now is also in sync with the slist version.
