Added Newbie Quests near the academy for low level players to get a bit more of an introduction when they start playing.

Lowered the max trains from 75 to 60. If you have too many, it will send your trains into the negative. Having negative trains means you can't gain experience with combat. However, everytime you untrain a stat to bring your trains back to a positive number you gain 5% of your experience to the next level. There is also a nag reminder if you have negative trains and every tick it'll remind you.
