So, after talking with some other players, we've discovered what might be a bug with stats. I don't think it is, but another player does.

I have 20(07) Con that isn't being affected by any PSM's or Equipment. I also have 3 other stats above 20 through LSC alone, but am able to raise Con above 20 to 23(07) with my extra trains on hand. I was planning on utilizing this to bring some of my other stats above 20, but was told by another player that my ability to do this, might be a bug.
