I leveled up and got this message:

What's it mean?

also, Small throwing kunais are to heavy to throw, they weigh 1 i have 14 base str, I was wondering if I could get some info
on whether i'm doing something wrong, if it has to weigh less than 1 lb, if more str will make it possible.

That message means you gained an ability. As for the kunai, we can check that out.
