Weapon Attacks
I think it would be nice if we could get a second, and possibly third, attack with weapons. I know that the new sand jutsu allows this, but it seems like there should be the potential for it just by gaining levels. Right now, there's not a whole lot of reason to use weapons for most people other than either wanting them for RP or wanting them for any special features of that particular weapon. Anyone with a strength score that is better than 20 is likely to be doing as much or more damage a round unarmed than with a weapon. I just think it would be nice for people to use a weapon or go unarmed and be equally well equipped for combat. Perhaps something like gaining a second attack at level 80 and a third at 160 maybe(?) Thoughts?

I think that's fair as long as the extra attacks are balanced based on the level you get them; balanced in the way that since a normal weapon outdamages a single unarmed hit, allowing multiple weapon hits shouldn't insanely overpower the multiple unarmed hits. To clarify when you get 2 weapon attacks, you shouldn't be outdamaging unarmed (extra attacks inclusive). Why? With weapons you do get that bonus AC and it does make a substantial difference being able to parry attacks. About outdamaging unarmed, that's with an avg weapon; if you have a +20 weapon, you deserve to outdamage unarmed.

I think this is a great idea. I had no idea that the second/third/fourth/fifth attacks only worked unarmed until I got my second attack and was a bit disappointed to find I didn't attack twice with my weapon. I see the need to not want someone to be over powered, but it seems silly to be much more capable of attacking better unarmed rather than with a weapon especially if you have been using a weapon for most of your leveling.

I'm pretty sure you don't really get any extra AC from most weapons.
I agree that things should be balanced as best as possible, but I do realize that there will be some unbalance inherently. Those with incredibly high strength scores will likely still do more damage without a weapon than with, and those with low strength scores will still do more damage with a weapon than without. I'm fairly certain things would be balanced with those being the levels the attacks are gained at since third attack(unarmed) is gained at level 50 and fourth attack(unarmed) is gained at level 150.

The bonus AC I refer to is the ability to parry attacks. Unarmed shinobi's do not get that ability.
