I think to further diversify goukakyuu from kasui mizu, gouk should damage all the mobs in the room and for every 3k chakra you pump into it, it should be able to go one room in a single direction. Like you type in goukakyuu 3549 north and it damages everything in the room that you are in and does half damage to everything in the room north of you.
Goukakyuu already has the potential to be the second highest damaging justu provided you have enough chakra. There's no reason for a level 15 ninjutsu skill to have that much power to begin with; it defeats the purpose of having higher level ninjutsu. Even if the higher level jutsu are more chakra::damage efficient, it doesn't matter if you kill everything in one hit instantly (ok so you have to have mastery to make it instant, but that's a passive skill anyway and benefits all jutsu).
Being able to kill an entire room in one hit and even another room would be completely ridiculous.
