For several years, there had been a war between the major Hidden Villages; the major countries (Fire, Wind, and Earth) were at war with one another -- a free-for-all. The cause of this war was a small piece of land between the three of them, which was discovered to be highly rich in nutrients and had a very wide array of different, and constantly changing, climates. Because of these two factors, they knew it would be a prime location for settlements since almost any kind of crop could be grown somewhere on this small piece of land; each country wanted it for their own, to fortify their economy. The war eventually came to an end when the three Kages of the villages met, and came upon an agreement to create a shared colony within in the land.
Why was this land so fertile, and why did it have such unpredictable weather? This small strip of land is where several different winds collide. Wind comes from the Country of Earth, the Country of the Waterfall, and the Country of Fire. Occasionally, vicious storms sweep over from the southwest, created when cool, humid air drifts over from the Country of Rain to the Country of Sand, mixing in with the warm, dry air -- creating gigantic winds that shuffle the air and earth alike, which eventually drift over to the land. The Kages decided to name it the Country of Cosmos. The land was unknown, yet a blessing where anyone could flourish; exactly how many view the Cosmos, or the Heavens, as.
It didn't take long before the people living in this land began to get upset with having their hard work going to waste. They worked hard cultivating the land, and learning how the weather functions there, only to have it all sent to one of the three countries with very little profit. People began to grow so unsettled that they created their own hidden village, which had no name at the time. Due to the wide array of backgrounds in this country, the Ninjas were able to teach one another the techniques of their country as well as strategies.
Once they believed they had a decent military, they declared their independence -- shutting off every trade route, cutting off all contact from others, and even killing those who disagreed with the declaration; they became completely isolated. Furious, the three countries argued with one another on what to do about the rebellion. The Country of Fire wanted to give them some rights, the Country of Earth wanted to end the rebellion with a swift attack on the Hidden village with as little casualties as possible, while the Country of Wind wanted to slaughter everyone in the land and start anew. They couldn't come to an agreement, so they all acted independently to put an end to the rebellion.
However, none of the ninja from the other countries knew the geography, and many were killed by the environment and weather when they made their way into the Country of Cosmos. Even in combat, they were slaughtered; the ninja from the Country of Cosmos knew the geography like the back of their hands, knew every battle strategy the other countries had, and even their techniques. Though they were outnumbered, the Nameless Hidden Village suffered very little casualties and dominated on the battlefield.
After three months, the Country of Fire pulled out and gave up trying to win back the country -- they didn't want to send off any more men to die. About a month afterwards, the Country of Earth followed suit. The Country of Wind, however, kept sending in more and more ninja for nearly a year, before weakening their military forces so much that they were forced to cease their attacks. With this, the Country of Cosmos was officially recognized its own country, and began to open its trade routes again; however, they neglected trade with the Country of Wind for a long time, because of its aggression towards them.
With their new-gained independence, they knew that they needed to find a way to run their country. They decided, because of the huge backgrounds of their population, they would be a country for all, yet ruled similar to the other countries. They accepted all kinds of people, from all kinds of backgrounds -- even criminals. They named their village the Hidden Village of Time. A place where anyone could begin their life again, from the beginning -- as if time started over again.

Kensuke's:
While most of the countries of the world interact with each other through trade, migration, and battle, Cosmos Country stands alone. Long ago, when the lands of Fire, Water, Wind, and Earth began to sanction hidden villages of ninja for their wars, the founders of Cosmos country, and their ninja, chose the path of neutrality. However, the other countries would not accept this position, and demands for alliance from all sides began to rain down on the Cosmos leaders. Fearing destruction for their lack of participation, the Cosmos council of elders and ninja made a decision. They would withdraw from contact with the rest of the world, and leave the others to their fate. The ninja of Cosmos were legendary masters of space-time jutsu, and were able to come up with a perfect solution, the details of which remain a mystery even to the current inhabitants of the country. Combining their efforts, the elite ninja formed a "pocket" over an uninhabited area of the world. This "pocket" has very special properties. It is completely undetectable by anyone outside Cosmos country. Any outsider who may stray into the country sees nothing but empty land, and feels a subtle, but irresistible desire to turn back the way he or she came. When looking at a map, their gaze slips past what constitutes Cosmos country, as if it were not even there. With this spell, Cosmos country had found peace. For many years, it survived as a self sufficient land, fearing making any contact with the other countries who, as an unforeseen side effect, had forgotten Cosmos had ever existed.
Though free from the wars they sought to avoid, the people of Cosmos had many of the troubles of the rest of the world, including a criminal element. It was soon decided that the ninja, who felt obsolete without battle, would comprise the policing force for the country. Thus, Time Village was born. At first, the village of Time had a limited scope of duties. Most criminals were not ninja themselves, and were easily dealt with by the skilled enforcers. However, a few generations after the founding of Cosmos, a crisis formed. People wanted to leave. In principle, there was no problem with this; the leaders of Cosmos did not want to become jailers. But neither could they risk anyone from the outside world learning the truth about the country. With this in mind, the council ordered the ninja to detain anyone attempting to escape from Cosmos, at all cost. There was public outrage, and rioting. For one hundred years, Time Village was forced to put down a dozen attempted revolts; this became known as the Age of Unrest. Though the shinobi of Time were able to quell the common people, eventually one of their own great ninja sympathized, and sided with the dissidents, many of his subordinates following him into betrayal. Civil war erupted, and the Age of Unrest came to a bloody end, with the revolutionaries victorious. They celebrated their freedom, and in a grand ceremony, the shinobi leader who had tipped the scales was given the honor of becoming the first citizen of Cosmos to step outside its borders. The jubilation was cut short. As soon as he exited the area affected by the spell, the ninja took on the look of a man completely lost. He stumbled away from the no longer cheering folk, and no matter how fiercely they called him back, he did not seem to hear them. Thus it was learned that once one leaves Cosmos country, it is wiped from the mind. To leave meant to never return.
Despite the horror of this discovery, the ninja of Time eventually researched and perfected a means to temporarily preserve knowledge of Cosmos outside its borders. A seal imprinted on the forehead with a massive quantity of chakra could ward off the effects of the memory erasing jutsu for a time. Even so, a full council vote became required before anyone could have the seal applied. However, anyone could leave the country at any time, if they wished to forget part of their past, and start over a new life elsewhere. The memory seal allowed Cosmos to open itself up a bit to the rest of the world. Small trading expeditions began to spring up, and over time the existence of Cosmos was revealed to a carefully selected, trustworthy shinobi family in each of the major countries. The ancient spell over Cosmos seemed to work strangely. Anyone told about the country did not lose the knowledge. It seemed all information regarding Cosmos only disappeared in that single fashion of crossing the border to leave. Though the true intentions of those ancient ninja may never be known, they appear to have allowed a way for Cosmos to rejoin the world in some small way. Time Village began to accept children of the various countries to train in their younger age, as well as send their own students out to learn elsewhere. This cooperation has formed bonds between hidden Time and the other villages. Students of Time, once out of Cosmos, found themselves in possession of great skill, but only vague memories of the training. Most children dismiss the foggy recollections as they age. Cosmos and the hidden Village of Time, long lost to the world, have become its silent partners. To the average person, never more than a dream. To some, the soon forgotten foundation for the rest of their lives.
