Ningu
I'd really like to see some actual skills for ningu (ones that you use actively, instead of just a lot of passives). I think some decent starts would be some equivalents for kick/double kick/triple kick/no-shadow kick, except for weapons. Maybe eventually get some interesting weapon attacks?

Shiden (Swordflash/purple lightning) - You preform a lightning fast slash that leaves a purple trail after image. User has to be wearing a weapon with slash type. The attack would be based mainly on dexterity (if we consider dexterity being how fast we are here...), with high dex, the attack would be difficult to avoid, maybe damn near impossible to avoid, without more dex. The user could use the raiton no yoroi to increase their speed and make the attack undodge-able.

Wouldn't that make more sense in Ninjutsu?

That's actually one that I was thinking of also, and haza pretty much hit the nail on the head with what I was thinking. I'd actually even like to see it have lightning element on it.
As for it being ningu vs. ninjutsu? I don't really see that being something that a ninjutsu user would develop (it's a mostly physical attack that's just enhanced by ninjutsu). However, this is another one of those skills that I think would make a lot of sense to have multiple requirements (i.e. Level 15 ninjutsu, level 40 ningu [or something]).

I definitely don't want to kill the mojo here. Obviously, Ningu is one of the less 'well defined' aspects of Naruto, even Naruto at one point comments about Akamaru, during the Chuunin Exams, and he was told Akamaru is just a ninja tool and thus allowed. So, don't feel stifled, but inspired to really think outside the box.
We talked about that for awhile, and I liked it a lot at first, but I worry it might dilute the game a bit. We already have a kind of interesting, free-form system and making double requirements might be a bit complex for players. For now, I'd rather try to make the skill go to the branch it 'most fits', and then see if some really, really cross pollinate.
Also, it is worth noting that the term "ninjutsu" in Naruto is used a bit differently that we use it. Ninjutsu literally means "Ninja Techniques" and is a catch-all for every skill you see in Naruto. When a character says "Wow, look at that Ninjutsu" it doesn't imply anything beyond that it is a move a ninja uses. Rock Lee's fighting style is a ninjutsu and Naruto's Rasengan is a ninjutsu. The way we use it in NarutoMUD is more to imply our hand seal based, 'magic'-type attacks that aren't Genjutsu. I think 99% of the time, the confusion we have goes here.
So, again, I don't want to -ever stop- people from throwing out ideas, but I just want us to all be aware there might be times we all get turned around because of this.
So...to not double post...I do have ideas for Ningu and ideally each branch would have wildly different play styles, some more different than others, and how you approach battles in that style would be different. What do I mean by this? Well, not to make people go bananas my rough idea for Ningu is that each village's would be more specific to them and not like the other branches where 70-80% of the techniques are shared and a little is unique. It'd be the opposite where the majority of cool techniques are unique.
So, for each village's ningu it would be (INSANELY ROUGHLY):
Village:
Things like medicine creation, item creation (crafting) and item customization would be universal. There would probably be other universal skills, too. However, that is just my idea, feel free to counter or throw out other things.

- Sand - Puppets
- Mist - Maybe sword techniques too? Not sure

That list looks pretty good to me.
As for the whole ninjutsu confusion thing, I definitely agree that it's based a lot on the implementation we have. In Naruto there are a lot of "taijutsu-heavy" characters that still use some pretty serious ninjutsu (Choji for example? He pretty much exclusively uses taijutsu, but the whole body enlargement thing is technically a ninjutsu). I was, of course, referring to mud-ninjutsu in my previous comment.
I would also sort of like to see some more ninjutsu-esque taijutsu techniques (maybe some that actually use chakra, but are just really for taijutsu?).

I have been thinking about Sound a bit more and thinking that a cool set of Ningu for them would be body mods. It seems like that is frowned upon in most villages, but Orochimaru obviously enjoyed tinkering on his guys. Every skill would probably be a body mod that has some passive ability, most likely.
Rough Idea:
Rubbery Body (10) - User's body is modified to have a more rubbery texture making their bones very, very hard to break. Taijutsu moves used on them will also be less effective, however the user's Taijutsu will also be less effective.
Extended Reach (20) - User's body's limbs are modified to be able to reach further, making Taijutsu miss far less often.
Snake Eyes (20) - User's eyes are augmented to let them track target movement's easier, so their Ninjutsu hits more often.
Shark Skin (30) - User's DNA is partially spliced with a shark, it makes their skin rough like a shark. Their defense is boosted and anytime a Taijutsu is used against them, there is a chance for the attacker to be hurt slightly.
Snake Venom (50) - User's body naturally drips a weak poison. Every time the user is attacked or attacks, there is a chance for whomever comes in contact to be poisoned.
(Random Japanese-like Animal) Metabolism - Chakra/Stamina recovering on ticks is boosted.
White Snake (100) - User's DNA is partially spliced with a white snake and on death, if they still have enough Chakra (25%?) the user will 'shed' his old body like a snake shedding it's skin. The user is brought back to full health with the cost of the big hit to Chakra.
Rough Idea:

Would there be any downside to having more and more of those all at once?
Also, it would be really nice for ningu to get a baikyuu kesson type ability that doesn't require handseals....(dual-wielding makes handseals unwieldly....)

No, it wouldn't. They'd also be unpracticible, just for to make it a little more straight forward for players to pick and choose what they want a bit easier.

Would this be only for weapons/weapon-techs? Right now, Baikyuu Kesson only affects Taijutsu-type moves. So, you could channel chakra into a weapon for boosted power? Maybe weapons could be flagged with 'chakrametal' or something and it'd make it so they get a -very large- boost to damage.
