doryuusou (target) [optional amount of chakra used]
The user of the skill take their chakra and condenses stone/mud into a spike, making it shoot up out of the ground into their opponent.
I think that the "mud" part should be optional, maybe make more spikes come out quickly, but with less damage than a hardened stone one without mud which would be a bit slower. It could, maybe, have a link to doryuu taiga in some way or another.
This isn't as well thought out as I'd like it to be because I'm really tired, so I'll look at in the morning when I get up to see if I can think up anything else for it. I mean, it doesn't really have to be something super powerful, but I think it should be able to compete at least with kasui mizu.

Yeah, I totally am on board with this and to swap it out for Kasui Mizu. It'll go on the list to imp. I am always for making a village a bit more unique. Really, the only reason Stone had Kasui Mizu was a stop-gap until more Ninjutsu came in. Now that Stone has a lot of more unique skills, it doesn't make as much sense anymore.
Also, with elemental affinities in full swing, adding more skills of the primary element type of that village also makes a lot of sense, too.

I think that, since Sarutobi was able to do it, stone village people would be able to produce mud inside themself, as he did. The skill should work like mizu hatsudenki, but it would be something like "doru hatsudenki", and be around the same level.

It does seem a bit unreasonable that stone needs out of village skills to perform their own jutsu at peak level...

Souken Mizu is an in-village skill for them, they get it at level 10 Ninjutsu.

I meant in terms of being level 100 and having to prep your jutsu with water just to get it to work....

Well, I see what you're getting at and I'll think about it. I do want some diversity in villages and also some reason to learn foreign skills. Mizu Hatsudenki seems a perfect fit for Mist, but I always feel a bit odd for Stone. Some Stone skills, also, don't require wet ground and so there is alternative to making players use Souken Mizu.

Well, from what I have experienced with stone skills (I've not adepted them all, so it may be a bonus of having adepted them), only doroku gaeshi doesn't require water. As for taking foreign skills, why should stone village people have to take one when it's already demonstrated that there is an equivalent to mizu hatsudenki for mud in the anime? Not to mention the heavy practice penalty for taking a level 100 foreign skill that you won't even able to adept without either getting to level 170, 200 for journeyman, or 60-75 RPPs.
