We have a Genin exam, but no Chuunin exam?
In Naruto there was a Chuunin exam. Perhaps we can use that as a guide?
Stage 1: Written exam (assume that that actually counts) - make it harder than the one in the Genin exam, maybe with random questions, changing every so often.
Stage 2: Fight against other Chuunin candidates in the Forest of Death, to get a scroll off them. In theory this could be automated against NPCs.
Stage 3: Fight (in the arena) with other Chuunin candidates. Now that we have the arena, we can do this!
On Naruto it was every 6 months that they had one. And based on the quality of the fights (in the arena) the judges decided who would graduate as Chuunin - not purely based on who won or lost.
Is this why we created the arena? If not, well, I think it'd be great to have this opportunity.
Of course, there should be a minimum level. If Genin is min lvl 50, perhaps Chuunin could be min lvl 100? And to have completed all of the Genin missions.

There currently are 5 Chuunin which were assigned that rank at the anniversary, all of which were above level 110

Actually, this might not be such a bad idea. However, I think I'd like it setup like this:
Part 1: Player submits a small short story/biography about their road to Chuunin (1-5 pages tops, no less than 1)
Part 2: Special area with a very, very difficult, yet fair, quest that must be passed.
Part 3: Tournament in the Arena. Display adequate ability of NM's combat system.
Part 4: Profit.
Obviously if you don't pass one part, you won't move on to the next, but this might be a nice setup for a Chuunin Exam. However, the only issue is we have no 'special content' for a Chuunin to do. So, right now it'd be boring to be a Chuunin, the benefits would be purely in RP.

Chuunin Quests
I think a simple yet effective Chuunin bonus would be a type of automated quest. The system would require a genin to be a group leader with the max of 1 chuunin in the group. Why is the genin the group leader will be explained later. The quest would involve killing a mob, getting an item, finding a lost npc (be it pet or human). Yes there are genin missions, but for the chuunin quests, there should always be a boss guarding said objective which would require the chuunin (and his little party) to defeat.
The question as to why a genin needs to lead the group. It encourages the genin to explore by forcing him to have an active role in the quest/mission, as opposed to just being dragged along. You can consider these training missions for both the genin and chuunin, where the genins are "trained" on exploring, and chuunin "teaching" genins. If someone leadership is switched, then the quest should be failed.
That's the basic idea. Even right now, I see some flaws where the chuunin can go off and do everything even if the leader is still genin. Maybe force the objectives (items or npcs) to be leader specific, such that the item is either no_drop/no_give or must be picked by the genin who was issued the quest; the lost npc must follow the genin to the quest's required destination or it won't work. The chuunin would have to protect the genins from dying.
It's just an idea what do you think?

Well, I think it's interesting, but in my opinion, it doesn't fit.
We're trying to stick to a Naruto theme here, and there should be some sort of arena match, if there's ever a way to become a chuunin, without just being Gatz' decision, there needs to be a bunch of arena matches. A tournament if you will, of course an Immortal would need to be present for the fight, to assess the candidates' abilities...
To me, there are two things that limit the ability to have Chuunin exams:
1) Not enough players. If we had the exams twice a year like in Naruto, there might not be very many promoted, but multiples can be promoted, like in the anime. This could potentially lead to all the active players being Chuunin (or higher).
2) Not enough areas. This leads to the Quests bit. Chuunin quests should be tougher, and should require a team of Chuunins. Genins have enough quests for them right now, and if there were more Chuunins they would have nothing for them but a title...
Now granted, #2 would happen if the Exams were made, but #1 is a bit harder. I remember when I got on back in February, and I only remember 5-6 "active" members. Now I can name at least a dozen people who I see on every day. I think #1 might no be that far away from being N/A. Just my 2 cents.
