Dodge: Multiple-trigger
Dodge seems to be going off more than once per attack, as so:
You yell, "Suiton: Daibakufu no Jutsu!"
The water near you begins to rise up and form into a giant wave!
Your wave of water rockets towards a genius Isamashii!
You move into the Tsuru fighting style and prepare for combat!
Your attack only partially hits a genius Isamashii!
A genius Isamashii dodges your attack!
Your Daibakufu no Jutsu misses a genius Isamashii.
You gain 0 experience.
[It partially hits....then he dodges...???]

It would be nice if the chakra cost on this was reigned in a bit. It takes a lot of chakra to start as well as to maintain and it really doesn't last all that long (especially since it's only sorta noticeable at max level (of mist in the room), anything less is...not really noticeable at all).
Also, I have it adepted. It costs 130 for me to start, and 50 per refresh from then on. However, I think there's a check wrong somewhere as I get stopped and receive the message "You need at least 150 Chakra to keep doing this! " if I have less than 150 (even though it's only taking 50 each time).

Specialists probably need to be tweaked. I know that Bikku and Gennosuke are having a lot of trouble in there, and they were already pretty tough for me*.
*And by that, I mean that before dodge/parry was implemented they were still pretty hard to kill even with strong ninjutsu and throws that hit fairly frequently. With the dodge system, throws are probably next to useless against those guys.

It does seem a bit unreasonable that stone needs out of village skills to perform their own jutsu at peak level...

Would there be any downside to having more and more of those all at once?
Also, it would be really nice for ningu to get a baikyuu kesson type ability that doesn't require handseals....(dual-wielding makes handseals unwieldly....)

That list looks pretty good to me.
As for the whole ninjutsu confusion thing, I definitely agree that it's based a lot on the implementation we have. In Naruto there are a lot of "taijutsu-heavy" characters that still use some pretty serious ninjutsu (Choji for example? He pretty much exclusively uses taijutsu, but the whole body enlargement thing is technically a ninjutsu). I was, of course, referring to mud-ninjutsu in my previous comment.
I would also sort of like to see some more ninjutsu-esque taijutsu techniques (maybe some that actually use chakra, but are just really for taijutsu?).
